I live in Plater Dr, Oxford. The estate was built 10 years ago. I don't know why the road was named Plater, but some of the streets nearby are named after Oxford institutions (eg Merton) so I imagine it's a reference to the now-defunct Plater College (http://en.wikipedia.org/wiki/Plater_College). I don't know where Plater College got its name.
